You are quite right, most countrys/states have a law requiring the operator
to 'have controll' of the vehicle. It should be more specific as to what
activities or types of activities are not allowed. Including anything that
keeps both hands from the wheel, like cb/ham/commercial radio handsets,
cellphone/radiophone handsets, etc.
A lawyer told me that whenever his firm handles a traffic accident, the
insurance companys are limiting their coverage for anyone who was on thier
handheld cellphone.
