As for Rivendell, I'm not sure they even had a standing army.  The Noldor
had been frittered away by 5 centuries (give or take) of grinding warfare
against Morgoth, and then a drawn-out conflict with Sauron.  Come the end
of the Third Age, there were barely enough left to fill a vale.
