It's just a guess, but are you sharing the same cable in your house between
the 2 phone lines?  Don't do that.  Run a separate cable for your modem,
preferably at least 1 foot away from the original cable, and 1 foot away from
any electrical lines.  Cross electrical lines at a 90 degree angle whenever
possible.
