How would you go about doing that?  I can still remember one situation we 
lived in where the bill was rather excessive (don't recall the number of KWH, 
it was some years ago).  Ours was higher than the neighbor across the street 
who had a washer,  dryer,  airconditioner,  etc. while we had none of that 
stuff.  Never could figure out what the problem was,  either.
