It doesn't. It -can- have -specific- approval, for exactly one model.

It is possible, or so I'm told, to order an Austel sabotaged USR direct. 
Complete with 240v power supply.  (I gather you don't get a sticker,
although the approval number does exist.)

Catch:  By the time the smoke clears from that little exercise, it isn't a
cheap way out any more.
