In other words, there is a randomness in the frequency
domain as well as in the time domain. Of course, "random"
doesn't necessarily mean uniformly distributed, it can be
any distribution that doesn't happen at one frequency
or one instant.
Yes, the environment has some fairly stable frequencies,
such as day&night, yearly cycles, lunar cycles, and so on.
But it also has many not-so-stable cycles, like the predator
prey cycles, tornado and hurricane cycles, sunspot cycles,
and other very wobbly frequencies.
