You're correct in stating that 3429 is required for 33600bps, and more than
half of my calls to Dave Drummond's Courier initially connect at 31200, yet
the aftercall stats indicate that the modems have shifted up to 33600 at
some time during those calls.  Whether or not that indicates an initial
3429 symbol rate, or an upshift from 3200 though, I have absolutely no
idea.
