subject: The Echo Rules

Greetings to all systems on the echo.  My name is Fred Hatfield,
and I am the "moderator" of the SHORTWAVE echo.
Rules of ALL echo conferences must be posted regularly, so here
are the "rules" for the SHORTWAVE conference.  Your cooperation
is appreciated.
Particpants are asked to exercise good judgment when entering
or replying to messages in the echo.  The rules are common sense
and not difficult to adhere to.
PURPOSE AND SUBJECT MATTER OF ECHO
---------------------------------- 
This purpose of this conference is for the free exchange of
information, ideas, and assistance, and it is open to everyone
on topics of shortwave radio and radio monitoring of all types
including VHF/UHF (scanner) radios, digital and non-entertainment
satellite information.  Please keep the messages topical to the
focus of the SHORTWAVE echo.
       Questions of amateur radio licensing,
       learning morse code, packet radio, radio
       amateur hamfest/flea market postings and
       Citizen Band or "free band" radio are NOT
       appropriate material for the SHORTWAVE echo.
       However, *listening*, logging or technical
       discussions to aid the copying of amateur
       radio types of transmissions are encouraged.
       Please note that messages relating to scanners,
       or transmissions above the older 30 MHZ frequency
       boundary are welcomed here.  There are requests for
       a separate echo to cover those messages, but until
       such another echo is viable, this echo will continue
       to carry those messages.  Any efforts to institute
       another echo to separate those messages will have
       the blessing and full cooperation of the Moderator.
       Separate echos exist for regulatory
       matters, ECPA discussions, telephone
       matters, politics, amateur radio (c.f. FCC,
       HAM, HAM-SALE, HAM4SALE) and entertainment
       satellite (TVRO among others).
       There are also separate echoes for RTTY and
       SCANRADIO, although topical messages of this category
       are still welcome here.
       If your messages relate to these other subjects,
       they probably best belong on the other echos.
       Politics, religion, sports, social commentaries
       and advertisements for new BBSs are also not
       appropriate for the SHORTWAVE echo.  
Remember that this is a international message service.
There are a number of callers from outside NA who participate in
the echo and it is a waste of their time and money to gather up
non-topical messages.
Additionally, it costs each SYSOP money to send such messages to
and from other participating systems.  Your consideration of
message content, focusing on subjects topical to the SHORTWAVE
echo, helps to minimize the cost of running the echo.
PUBLIC MESSAGES ONLY, PLEASE
----------------------------
Private messages, person-to-person messages, and messages
dealing with strictly local topics that cannot be of any
interest to other members of the conference should not be in
this (or any national) echo.  Such messages should be sent via
netmail.  Users should contact the SYSOP of their BBS for
information on the use of netmail.  Messages for your BBS SYSOP
should be entered in the local message area and NOT in this (or
any) echo.
COMMERCIAL ADVERTISING
----------------------
Commercial advertising of a product or service by a manufacturer
or vendor is not allowed in the echo.  However, new product
announcements, replys to questions on sources or opinions or
availability of equipment or literature, equipment and
literature reviews and other such messages are encouraged in the
dissemination of information about the hobby of shortwave
listening.
COURTESY, PLEASE

As in all forms of communication, politeness counts.  Personal
attacks in any echo (e.g., flames, caustic comments) are not
appreciated, and do not belong on this echo.
Attempts at humor or satire are often misunderstood, however
well meaning the comments are meant to be, and probably should
not be included.
REPLYING TO AN EARLIER MESSAGE
------------------------------
When replying to an earlier message and you choose to quote from
that message, please do not quote the entire message.  Please
limit quoting and focus on the lines pertinent to your message.
If the topic of the message has changed and your software allows
it, please change the message header to make it descriptive of
the message contents.
PROBLEMS OR QUESTIONS
---------------------
If you feel a problem merits the attention of the moderator,
please notify the moderator by direct netmail, NOT by a message
in this echo conference.
