Ok I sort of solved my own problem.  It seems with file locking (maybe
only handle type) turned on TSE creates a 0 length file of that name
in the current directory.  The projects macro then proceeds to load this 0 
length file instead of searching the projects directory for the project.
I made a change to the "mIsProject()" function in projects.s to force it to 
search the projects dir when the file it finds has 0 length.  If anyone is 
interested in this file contact me and I will mail it to you, or if enough 
people ask we can have the file put up on the ftp site.
