I think the 17% was the flat (income) tax while the 23% was
the sales tax; so on a national scale, we're talking about
17% of taxable wages and 23% of consumer sales. National
taxable wages and national consumer sales aren't the same
base.
It may also be that the 23% includes social security
reform. 
... I feel more like I do now than I did a while ago.
