Because the one time I tried, the US Government said I had to post a
bond equal to the value of the car in the US market, which was non-refundable
if the car didn't meet US emission and safety standards.  (And even if it 
id,
they wanted to hold the bond for five years.)
To add insult to injury, it was a car in Canada that had originally been 
uilt
and sold in the US!
