I've now observed that issue running at -10dbm exactly.  Looks like it
adapts in the same way, but starts from a more appropriate send level base.

Rumor - this was supposed to work before the latest issue as well.  Only
the current "properly nobbled" one doesn't.   Theory / rumor. 
But I'm gonna check..:-)
