Well you know when in doubt, cast everything but main(). :-)

That's what i've always thought, but i guess it is possible that certain
systems may need the timer to be triggered.

Yes it will. :-) 
ran_30_days() was to be thought of as a function comparing today with the
install date then returning a boolean, if false the nag exits clean.
