Yes. I would have launched a general air attack -- hitting many targets at
the same time (after all, the seizure of an embassy IS an act of war.)
Under cover of those attacks, I would have sent a much larger force.  In
fact, I would have sent three forces:

One to rescue the hostages

One to take high-ranking prisoners to trade for any hostages missed.

And one to take over the mission of either of the others, should the need arise.
