Minimize loss of innocent life? Easy. Exicute all first degree
murderers within a year of conviction. Execute all three-time
violent felons. And, disallow excuses like "battered wife
syndrome." Do these things and you would find the murder rate
drop like a rock. And, not only is this punishment effective,
it is *moral*.
Unfortunately, we live in a society where Liberals believe that
murders should be fined just a dollar (or some other penalty
less than a life) for the most bloody of killing sprees. That
is if they don't think the murderer is a hero (in which case
they often say he is innocent in spite of the mountain of
evidence to the contrary).
