I have been a little closer to the source of the term and understand
it developed during American Prohibation of distilled spirts from
the name of the Alaskan Indians tribe, the Hoocinoo; who an ability
to create a powerfull kind of fire water, and excellant ability to
run it into the mainline USA.

I cite the above based on information from "Morris Dictionary of Word
and Phrase Origins" by William and Mary Morris; that my daughter gave
me many years ago when she was an editor of "Newsweek".

This resource also has an interesting citation of; "Halligonian is a
native of Halifax, Nove Scotia" (which might help explain some of my
Canadian cousins 8-)
