I believe you have misread what the article says. Gen. Hill is claiming
that Rumsfeld signed off on using (unspecified) interrogation methods on
only two specific individuals at Gitmo and therefore and ipso facto bears
no responsibility for any other abuse that may have occurred at either
Gitmo or Baghdad.

It is entirely possible that Hill isn't lying, although there seems to be
quite a lot of lying going on as everyone tries to shift blame. Rumsfeld
may well have
actually personally approved interrogation methods used on those two and
not on any others. In that case, I would presume that those others were
subjected to the kind of things the photos show at Baghdad and god only
knows what else was done to the specific two he signed off on.

As for Hill's implied claim that the methods used were justified because
they yielded important information, well yeah, right.
