On the information available so far, that Boeing scandal can't be tied directly or possibly even indirectly to Rumsfeld. It seems rather to have been an Air Force/Boeing scandal. The piece you read involves Rumsfeld only insofar as he is stonewalling any investigation of anyone. It may be impolitic to do so under the circumstances, but it doesn't spell trouble for Rumsfeld personally. This Boeing scandal is not his.
