Yessssss, but WHEN did they withdraw and who started the torture program?
You want to place blame, you need to know how this situation arose. I find
it difficult to believe that initially the hillbilly guards decided to just
start using these torture tactics on their own to get information from the
prisoners. Obviously the CIA was involved here from the start, so the
question is did they bail because news had begun to leak out and
investigations had been initiated? That would be pretty typical of how they
work, no?

That's not what's coming out, what's coming out is that there were people
other than the army involved, I believe they are called
"contractors" this time..

Ok good, at least you see that part. Now try to explain the timing. He's
already weathered the issues you suggested were the reasons, that's not why
this is happening now. Maybe contributing factors but something current has
forced his resignation now.
