FDR and JFK are abbreviated only because they are mentioned so frequently
and because both occupy a special place in the public's collective
memories. Truman does not. I don't know why you mentioned Ike. That is
shorthand, not initials, and comes essentially from the fact that so many
who knew him used that shorthand. A good example of this kind of the thing
is that even Clinton is rarely if ever referred to using his initials.
The common Brit practice is very different. They tend to use initials to a
much greater degree than we do and do it for almost anything and
everything.
