If your fax modem is ringing for 14 rings or so and then giving you the error 
message, quite clearly the problem is at the other end because this indicates 
the the other machines are not answering. This is because the exchange 
generates the ring that you are "hearing". Either the modems at
the other end
are not turned on, or are in manual answer mode and the people at the other
end are not answering and setting their fax machine in motion. Or there could 
be a line fault, but that appears unlikely.

So I would suggest that you investigate these other areas 1st. If you want to 
confirm that the receiving fax machine is answering, simply ring it on your 
phone and wait for it to answer & squeal at you. If this doesn't happen, then 
obviously the problem is at the other end.
