Jim, have you had the telco check your line for noise?  A similar thing is
happening here with a caller of mine; his phone line is so noisy he cannot
connect at anything higher than 144...  I bet it is not your setup but you
phone lines...
Last I heard one does not need to lock their DTE to make the modem work
properly...
