That's not quite true. First of all, I think far too much
emphases is being placed on the La. Center. I have heard this
complaint voiced from people in other states with similar centers. The
.F.B.
is going to have to address this issue one day whether it wants to or not.
It is also interesting that despite overwhelming testimony that the La.

should have been placed in a more metropolitan area, it somehow wound up in
Ruston which has little bus access from anywhere and a person flying in has

be picked up in either Monroe or Shreveport both a good distance
from Ruston. To teach City travel, they must travel to a
metropolitan area which offers what Ruston does not and never will
have. Could it be that Mrs. Wilson was and still lives in Ruston? I
think so; it was put there because she wanted it there not because
it was in the best interests of the blind.
Although I was not living in La. at that particular time, I
supported Joan Wilson when she first ran for the state
presidency. She has since let power go to her head and is not
giving attention to other matters in La. that need it
As far as defeating the incumbents, again not quite so. When
Hank Labonne served as state president from 1979 to 1981, he made
it known that he was moving to Tennessee after his term. We all
new that as early as the early part of 1980. Hank supported Jack
James to succeed him and Jack served one term from 1981 to 1983.
Jack voluntarily chose not to seek re-election in 1983 and Mrs.
Wilson has been state president ever since. So she didn't defeat
anyone. It was an unusually favorable time for someone to get
elected.
Mrs. Wilson and her cronies have quashed any attempt to obtain
either a separate commission for the blind or a La.
Randolph-shepherd Act, I believe because they do not want their
apple cart upset nor take any chance thereof. When South
Carolina, Massachusetts, and New Mexico began campaigning for a
Commission for the blind, they aggressively sought it. If they
were defeated in the legislature in their first attempt, they
went back again. And if they were defeated again they went back
again until they got it. They didn't get it by inventing excuses
why it can't be done. That is what La. is going to have to do if
we can ever get someone who is truly committed to these projects.
