It is regrettably the case that the "Austel approval" process
tends to produce modems which cannot recognize Australian dial tones, as
seen in several cases in point lately.  The US greymarket unapproved models
usually detect Australian dial tone perfectly. (And have other virtues
which provoke fear in the local representative who suggests ways to injure
the offering so it will not "capture excessive market share". :-(
