 I dont know what you have done but mine works fine, I just did a AT&F1
then AT&W when I First got my modem.

 Try a ATI6 after you logoff, you will see (Well, I do) the courier has
connected lower then speed shifted up (is most cases, Higher then most 
other modems) Id rather a stable connect, then go up from there, makes 
sence to me..

 I deleted the rest, you either have 
  1) screwed around with the settings HEAPS and done some REALLY stupid things
    OR
  2) You have 1 Brain Dead Courier....
 Anyway, I would not be buying THAT Courier, ask for another one if at&f1
dont help

 My USR Courier is the best modem I have EVER had..
