It's actually fairly easy, but I have to get updated on the procedures. 
They �have probably changed in the last 6 years.

First step was elist.  Then with copy of the message back posted in the
echo, �you had to post that in the NAB and Z1B echos and request it be
added.  One �added it right away, and the other waited to get a few REC's
to 'ack' the �request (not sure now if that is needed, might be just anyone
can say 'cool, �add it').
