This does not surprise me.  Typically, Microsoft includes a
minimal-working version, and leaves the door open for someone else to
write a more feature-rich and robust version.  Then again, what do
you want for nothing (or should I say "No extra Charge...")

My point was that it is not included with Windows 3.1, nor with DOS
versions prior to 7.0.  For people using Windows 3.1 and DOS versions
up to and including DOS 6.22, they will need to obtain a suitable
telnet client (from wherever) and install it themselves.
