No, a uart is a dumb device which has only enough smarts to convert
serial data received at various speeds into the parallel form that the
PC's internal I/O bus uses. What has the smarts to use the uart is the
terminal communications software. Modern high speed modems also have
some smarts. Accordingly both the comm software and the modem are set to
a locked DTE at the highest optimal speed the computer can manage.
