West Suburban (the hospital near me) did a survey about 10 years ago and
found that, indeed, the uninsured used the ER as their primary focus for
medical treatment. This was especially true of young mothers.

What they found astounding was that even for those people who *had*
insurance the only "doctor" was the one or more they saw in an
emergency room. As Mark noted, this was particularly true of young men.
