More likely the USB drivers you are trying to use are relatively ancient
and just don't work correctly.  There have been significant updates to the
USB driver stack in the last 5 or 6 years.

Cards like the one you are trying to use do not require specific drivers
beyond what's required to support the host controller chipset.  To the
rest of the system, the USB ports provided by these cards look no
different than those soldered on to the motherboard.
