That's because they were written in a character set (Latin 1, most likely)
where the underlying bytecodes map to left and right-hand quote marks. In
standard extended ASCII, they map to other special characters. It looks
like the utility doesn't remember the character set in use for the text
being clipped. Actually, I'd be somewhat surprised if it did - it's a
tricky thing to implement.
