If a person already owns a cell phone, they can activate it thorugh any
carrier they want to, providing that they have good credit. We usually
will pay an activation bonus to anyone in that situation, though it's
only paid after six months have elapsed, when the charge-back period for
early cancellation has expired.
But the only "deals" for low priced phones that don't require an
activation are for second hand phones. There's nothing wrong with mnay
used phones, but the older ones don't have authentication, so the
conversion bonus is usually much smaller.
