The user is not that stupid.

It could be the other end hanging up, I don't know. However,
it is not "unheard of". An internet service provider that I
know of evaluated heaps of different modems to find out what
to buy, and I asked him how his tests went, and he said that
the USR was rejected because there were too many line dropouts,
EVEN BETWEEN TWO USRs!!! In the end he said "The USR is not
a $200 better modem than the Netcomm. It isn't even a better
modem". I wasn't convinced at the time, but now I am pretty
