They release it in the magazine to show off to other virus authors or
to teach other virus coders how to do certain things. Their virusses are
not intended to cause harm. If someone else uses the virusses to harm
some persons data, than the virus authors won't feel responsible, as
they did not hurt the persons data.
(If I kill you with some handy kitchen knife, is the manufacturer of
 the knife guilty?).
