Especially Elint ships. They really don't seem to like those.

Doing fake attacks on a AD capable destroyer might be hazardous so a nice
un-armed Elint ship is always a better choice.

Also Elint ships can listen in to what you're saying which obviously gives
the UN & pols of that country ammunition to take into meetings with the
Israelis.
