The Republican plaint is that the Democrats have no clear plan  for Iraq or
anything else.

Since clarity begins at home, here’s a suggested start:

- require all laws that apply to the rest of the country also apply
equally to the Congress;

- have an independent auditor conduct a comprehensive audit of
Congress for waste, fraud and abuse;

- cut the number of House committees, and cut committee staff by
one-third;

- limit the terms of all committee chairs;

- ban the casting of proxy votes in committee;

- require committee meetings to be open to the public;

- require a three-fifths majority vote to pass a tax increase;

- guarantee honest budget deliberations by implementing zero-baseline
budgeting.

If it looks familiar, it's the "Day One" agenda from Newt
Gingrich's 1994 “Contract with America.” As the Republicans somehow failed
to carry out a single one of them, not just on Day One but in 4380 days,
there's a lot of lost time to make up.
