The Americans who know their system better than me will have to confirm this.

His appointment was "an appointment in recess" -- a way for the
Pres to appoint someone when Congress wasn't sitting and, therefore, unable
to approve the appointment.  The appointment lasts until the end of that
session (not sitting) of Congress.

Once Congress begins a new session then he has to be vetted and approved.
We have a new session.  There's no way Bolton will be approved.
