Many cheap IO boards don't decode all sixteen bits of the port address space:
the 8514/a ports (which is what the 'com4' things actually are) are at a
higher address, but the IO boards don't decode the higher bits, so treat them
as if they where at COM4.
Moving the ports will prevent the cards from being 8514/a compatible.
