That was the whole purpose of using the word "Contract" in that
slogan: to emphasize the fact that these weren't mere campaign promises,
but were in fact to be governing principles for the Republican Congress.

Of course it soon became obvious that their only principle was, and
remains, to say whatever they needed to say in order to get elected. Bush
admitted as much on Wednesday.

Heck, even the Oxy-moron admitted on Wednesday that he's been lying to his listeners.
