Frank's Spirit is set to not retrain too, but it doesn't
drop out.  And if the USR is dropping carrier because a
modem can't retrain, then I don't like the USR.  It should
carry on regardless.

Well I only have the one manual.  However, I can tell you that
the Jan '95 and late July '95 were both 16, so if it's an
"upgraded" default, then it's also a "downgraded" default.
