I thought it's a brand new technology that is less likely to depend on the
phone quality but the switch at the phone companys? So far none of the
articles mentioned the reliance of phone quality.

USR's version is 33.6k on send, 56k on receive (from what I read), and I
was wondering how the 56k is ever sent if 33.6k is the send limit.
