Read it carefully. It's a political elephant trap.
For a sovereign state to engage in armed violence against the mil &
civie targets of another & for that in itself to be an act of terrorism
implies that the Anglo-US actions in & against Iraq were too.
Putin is looking out for Russia's interests.
Note the comment:
"It is one thing to have information that Hussein's regime was
preparing acts of terrorism -- we did have this information, and we handed
it over. . . . But we did not have information that they were involved in
any terrorist acts whatsoever and, after all, these are two different
things."
The implication raised by the earlier part is that the whole world had the
information that the US & UK were involved in terrorist acts. He is (a)
making a sheild with which he can deflect any future anglo-US criticism
& (b) he will be able to use this to make friends with the post
occupation Iraqi gov by saying how he spoke out against terrorist
aggression by one state upon another.
