chechnya, my guess is no it doesn't. The goal and the method of attaining
it are what make terrorism terrorism. It's different than war in that war
is conquest by force and terrorism is conquest by terror.

Ok so they are saying they knew what he was up to but (a) he hadn't done it
yet and (b) they couldn't prove it because he hadn't done it yet.
