I think the US should establish a doctrine that says "A nuclear attack
by any nation, on any other nation, will be regarded as a nuclear attack on
the US."
This would do several things:
1. It would extend the Mutually Assured Destruction concept, which has
worked so well to prevent nuclear war between major powers, to all nations.
2. It would reduce the blackmail value of nuclear weapons ("I know
you won't use that thing -- the US would blow you away if you did.")
3. It would consequently make the acquisition of nuclear weapons not worth the cost.
