Yes you need an upload utility.  An FTP upload utility can be obtained 
fairly easily.  You will need to know the ftp address (usually 
ftp.somewhere.com) and a specific directory to upload to.  Remember to 
upload html files as text and graphics as binary.  The ftp utility 
should be able to handle this for you.

You can obtain these for free from various places.  There are several at 
www.windows95.com.  One of the best is WS_FTP.  It is free.

I recommend that you test it using a real browser (Netscape or MSIE).  
Like I said with IE you can test it off of your local hard drive by 
simply double clicking on the html file.  Oh, BTW, most web sites load 
the first page as index.htm(l).
