Pardon me, what kind of floppy drives are these?
All the ones I have ever had were linked by hard mechanical
methods from the button to the eject mechanism. They work just
as well with the power off as with it on, which shows that it is
a purely mechanical link. So how could any software lock it up?
The small Macintosh computers (basic Mac, and Mac Plus) had an
electrical eject, and NO eject button on the front of the drive,
but there was a small hole where you could poke in a bit of wire
to manually eject if the electrical one didn't work. But it
couldn't be locked out, either.
