Fallujah was the city the Marines tried to secure a couple of months ago.
Lots of insurgents. Eventually the Marines backed off . created a truce
with the insurgents and turned over security to the newly created Fallujah
Brigade to keep the city secure.

Marines would have been going into very hostile territory to try and grab
the people. I think the number of casualties on both sides would have been
far higher as it would have become a running firefight. Fewer casualties on
both sides by a 'targeted" strike.Now whether it was justified .......
