Under the previous precedent (Terry v. Ohio (1968)), that was the law. It
had been somewhat diminished in one succeeding case under very narrow
grounds. But Justice Kennedy blew those narrow grounds into a big wide
gate, swung open to allow just about any reason for asking for
identification.
I am appalled at this opinion.
