Sorry for delay. Busy summer and had some mail clog
issues but fixed now. The USA. There are specialized
cyber cafes not computer shops. Computer shops are
on every corner just about down here. But the cyber
cafes (which I thought we were talking about) are more
rare. Place to eat and get on the computer (usually
        drink coffee).

We talking about lists or experienced users? Experience is
everywhere here. But the lists aren't. The help for
boards is gone. The big stores has ruined the good old
mom/pop computer stores. Yes there are still some around
but they are so specialized and busy trying to compete
with stores like walmart. Course I've not visited an
actual computer store in a few years...well...4-5 :)
     Never need to really.
