Jerry,
Absolutely nothing!  I've never seen or heard of a thing like that.  
Are there any markings on it that might say what company made it, a 
date or a patent number?  Any marking could help identify it and/or 
date it.  Do you think it may have been a toy or does it look like it's 
for a serious user?  
 
Don't get rid of it without checking with me first.  Let me know on any 
markings and I'll try and do some research.
